By 2016, 28 million Latinos will be eligible to vote. That’s 3 million more than the current number of Latino voters, and the majority of the new electorate will be Hispanic Millennials. The demographic is becoming a voting force to be reckoned with, but capturing their vote is complicated: they’re not equally passionate about immigration reform, are more fragmented, and more difficult to reach.
