Of course "The Daily Show" also devoted much of its time to comedy, which the network news shows didn't, notes Indiana University professor Julia Fox, author of the study. But Fox found a similar amount of time on the broadcast networks’ newscasts devoted to fluff like polls, political endorsements and photo opportunities.

I want to know where candidates are in the polls and whether they're endorsed by labor unions. I don't consider that fluff.

Or, inversely, The Nightly News has such little actual substance that it can be compared to The Daily Show.
